
If you use Delete or Delete All in Recently Deleted or empty the Trash in macOS, files aren't recoverable. In iCloud for Windows 12 or later, you can find and recover files deleted from iCloud Drive in the past 30 days in Recently Deleted in iOS, iPadOS, or, in Trash in macOS, and in Recycle Bin in Windows. If you want to work on files with friends or colleagues, you can share individual files or create a shared folder to share a group of files. You can also pin files and folders so you can use them offline, and easily check the status of a download or shared file. When you create a file on your PC and save it to the iCloud Drive folder, it also appears on your other devices. You can find documents that you’ve stored in iCloud in this folder. Enter it, delete whatever is in there, reboot.When you turn on iCloud Drive, iCloud for Windows creates an iCloud Drive folder in File Explorer. Once you've taken ownership of that folder you'll be able to see it's content. If that was not the case, go to %SystemRoot%\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc and take ownership of the folder (taking ownership of folders and files is beyond the scope of this answer, but a tip if you're having trouble is to get SetACL, a handy permission manager for Windows, it's totally free - just remember to look for the serial key in the download page). If it's not, that was the culprit, enable it, click ok and restart. Press Win+R and type services.msc and find the service named "Credential Manager", double click it and check if the initialisation parameter is set to "Automatic".
